Obama campaign goes on the defensive on spending, debt

WASHINGTON (AP) ? Government spending and debt are emerging as a campaign tug-of-war, with Mitt Romney blaming President Obama for a "prairie fire of debt" and Obama calling the charge a "cowpie of distortion." House Speaker John Boehner is talking about a debt ceiling that is still more than eight months away.

What gives? In a word, polling.

The American public is growing increasingly distressed about government spending and high budgets. The issue now ranks as high on the worry scale as lack of jobs. And it worked well for Republicans in 2010, who galvanized voters with ads and flyers that drew attention to government red ink and took back control of the U.S. House after four years of Democratic rule.

Republicans are looking for that magic again.

Romney has maintained a drumbeat of criticism over Obama's handling of federal spending and the national debt in recent weeks, forcing the president on the defensive on an issue where public opinion is stacked against him.

In Iowa earlier this month, Romney said a "prairie fire of debt" was sweeping across the nation, threatening the country's future. He accused Obama of inflating the debt that he had pledged to reduce and ballooning the federal budget deficit with the 2009 economic stimulus and 2010 health care bill after saying he would cut it sharply.

Obama, in campaign events in Colorado, California and Iowa this week, argued that federal spending had slowed to rates not seen in decades after he inherited a $1 trillion large debt and later pushed for $2 trillion in spending cuts. The president pointed to Romney's tax proposal, saying it would give millionaires tax cuts at the expense of the debt.

Obama called Romney's claims a "cowpie of distortion" and would saddle the debt with $5 trillion in new tax cuts, likening it to trying to put out "a prairie fire with some gasoline."

"What happens is, the Republicans run up the tab, and then we're sitting there and they've left the restaurant," Obama said at a campaign event in Des Moines. "And then they point and (say), 'Why did you order all those steaks and martinis?'"

Obama's defensive crouch on debt and spending reflect a hard reality: Polls consistently show voters, including sought-after independents, placing more trust in Romney to handle the massive debt. The nation's economy remains a focal point for voters but many remain concerned that years of heavy federal spending on guns and butter could leave the U.S. in a similar position as Greece and other European nations grappling with massive debt.

A Gallup/USA Today poll conducted May 10-13 found that overall, 82% of Americans called the "federal budget deficit and debt" extremely or very important, a level of interest comparable to unemployment. The same poll found Romney with a broad advantage on handling the budget deficit and debt, with 54% saying he would do a better job handling it compared with 39% who chose Obama.

The results mirrored an April Washington Post/ABC News poll, which found 51% of Americans sided with Romney on handling the federal budget deficit, compared with 38% for Obama. Among independents, 60% preferred Romney while 29% thought Obama would do a better job handling it.

The White House has tried to respond. Traveling to Colorado Springs, Colo., White House press secretary Jay Carney cited an analysis by MarketWatch that said spending under Obama had grown more slowly than any president since Dwight Eisenhower.

A few hours later, Obama picked up on the piece, telling donors in Denver that his work to pay down the federal debt in a "balanced and responsible" way was "starting to appear in places ? real liberal outlets like the Wall Street Journal? since I've been president, federal spending has risen at the lowest pace in nearly 60 years." MarketWatch is published by Dow Jones & Co., which also publishes the Wall Street Journal.

Yet, Obama's budget stewardship is open to interpretation. The debt now stands at $15.7 trillion, compared to $10.6 trillion on his inauguration day. On a dollar basis, that's the biggest ever jump in the debt. How much the debt has grown can also be measures as a percentage of what he inherited. By that measure, the debt has increased by half during the three-and-a-half year Obama administration. During President Ronald Reagan's eight-year administration, the debt nearly tripled, from about $910 billion to more than $2.6 trillion.

Still, much of the increase during Obama's tenure has been a consequence of the recession. In a poor economy, government spending increases automatically because more Americans become eligible for food stamps, unemployment assistance and Medicaid. Also, a poor economy leads to unemployment which cuts into tax revenue. As a result, deficits are inevitable as more money goes out and less comes in.

To be sure, Obama pushed through a stimulus package that cost more than $800 billion and he and President George Bush both approved spending of the $700 billion bank bailout in 2008 and 2009. But those costs are not recurrent.

"It's important to understand the reason why the debt went up by so much," said Robert Bixby of the budget watchdog group The Concord Coalition. "We certainly do have a very serious long-term debt problem in the country. We have an underlying structural imbalance between what we are promising, mostly in entitlement benefits, and what we're willing to pay for in taxes. But in the short-term there are a lot of factors that are pushing the debt up that aren't related to fiscal policy."

Add to the mix Boehner, who has said when Congress is asked to raise the nation's borrowing cap after the election, he will insist on spending cuts to offset the increase. Democratic leaders call it an irresponsible course of action, noting that the gridlock over the debt ceiling last year caused a downgrading of the U.S. government's credit rating.

All of this is aimed at unaligned, independent voters.

In turning attention to debt, Republicans are tapping a winning issue they deployed in congressional races two years ago. In October of 2010, Republican pollster Wes Anderson said, congressional campaigns shifted "away from jobs and economy to government taking us over the cliff." The emphasis proved to be a success at the ballot box.

These days, the economy remains the preeminent issue in voters' minds, but Anderson says middle-of-the-road votes are the targets of the big government message.

"The middle is angry about where we are at and they really see two villains on this stage, this play has two antagonists. Both of them are big," said Anderson, who is working on congressional and statewide political campaigns in several states that are presidential battlegrounds. "One is big business, big Wall Street, big insurance, big oil, just big, abusing the middle class, abusing small businesses, abusing the taxpayer. The other is big government ? big government wildly running up massive deficits and debt which abuse the taxpayer, the middle class and small business."

Independent voters, he said, "hold both of those central tenets to be true."

NEW YORK (AP) ? When police dug up a Manhattan basement last month in a fruitless search for the remains of Etan Patz, a 6-year-old boy who disappeared in 1979, Lucy Suarez saw the news on TV and wished that the family of the missing child would finally get some peace.

"My sister and I prayed about it. We prayed and we said, 'Let justice be done,'" Suarez said. "Never did we think it was going to be done with our family."

On Friday, her older brother was charged with Etan's murder.

Police said Pedro Hernandez, a 51-year-old, churchgoing father described by some friends as quiet and timid, had given an emotional confession earlier in the week to luring the little boy away from his school bus stop with a promise of a soft drink, and then strangling him in the basement of a convenience store where he had been working as a stock clerk.

The admission surprised investigators, who had been confounded by the disappearance for three decades and never considered Hernandez a suspect until this month. Just weeks ago, they had focused their attention on another man, and even ripped up a basement he had once used as a workshop in the hope of finding clues.

Suarez said her family is reeling, too, despite having had concerns for years that her brother had once done something bad to a child.

Hernandez, now living in Maple Shade, N.J., was 18 when Etan vanished. When he moved to New Jersey not long after the disappearance, he said something to relatives about having hurt a child back in New York.

Suarez said her brother never spoke to her directly about what had happened, and the family's knowledge of the incident was vague.

"He didn't say, 'I killed somebody,'" she said. "My conclusion was that it was a hit and run, or he hit someone with a bike. Nothing like a murder."

Suarez said she was shocked to find out about his arrest early Thursday, but another of the suspect's sisters, Norma Hernandez, said at least some relatives had heard something far more horrifying about what he had done.

In the 1980s, she said, Pedro had confessed to a church prayer group that he had killed a boy. Norma Hernandez said she didn't have firsthand knowledge of this confession, and didn't learn about it until later. If she had known, she said, she would have turned her brother in.

"Even if it is my own child I will go to the police station and say, 'You'd better check them out,'" she said. "I'd consider the mother and her child and her wondering what happened to her child."

The people who heard him confess "should've said something even if it wasn't true," she said.

A defense lawyer told a judge Friday that Hernandez suffered from schizophrenia and bipolar disorder, and had a history of hallucinations. Suarez said she knew her brother had been taking psychiatric medications, but said she didn't think he had been debilitated by mental illness, and wasn't aware that he had been hallucinating. She also said she had never thought him to be capable of murder.

"My brother was not a monster like that. I don't know him like that," she said. Suarez said she was still holding out hope that her brother's confession might be false, prompted by a delusion, fueled by the media attention to the case.

"If he did do it, God will have justice," she said. Suarez said she would continue to pray for Etan's parents, Stanley and Julie Patz. "I would like to have a chance to meet them and apologize to them, whether my brother is guilty, or not."

Well-wishers left flowers, candles and dolls Saturday outside the New York City building that once housed the bodega where police said Etan died.

Etan's parents, who still live two blocks from the spot where he vanished, had a note on their door Saturday saying they weren't commenting about the case.

Due to the backward medical care and doctors of impatience in my country, I have to turn to you, and hope you could give me some opinions and consultation.

1 family heredity

?1?My mother has had manic bipolar disorder with psychotic symptoms (auditory & visual hallucination) since 1991. Now, her manic and psychotic symptoms have subsided with Lithium 500 mg, valproic acid 400 mg?and
risperidone 2 mg everyday. Currently, she is sleeping too much, and her mental ability, memory, and agility decline dramatically, unable to work, read and understand newspaper, making simple mistakes all the time. It seems that my mother is permanently ?disabled? and there is no hope for her to recover.

My mother?s younger sister has excitable and changeable mood, easy to make a angry fuss over dialy simple stuff. But she manages to work perfectly well.

(2) My father is easy to get angry and anxious as he is aging (I don?t think there is anything wrong with him; his bad temper has a lot to do with family frustrations). And my father?s mother got anxiety disorder (I am not so sure) during cu-l-tu-ral re-vo-lu-ti-on. Now she keeps worrying about my health and future.

2 My History

At the age 11, I suddenly felt the whole world was collapsing??that was typical depression (morning severe but at night felt better). With no medical intervention, it lasted 6 months and almost completely subsided, only I myself turned to be an introverted person with some sense of inferiority.

At the age 15, I felt the same again. Again, it lasted 8 months and gradually subsided, with residual minor symptoms like anxiety, and mild depression. Therefore, I sought psychiatristic help. That psychiatrist prescribed me fluoxetine. Taking it for 2 weeks, 20 mg/day, I felt very typical mild maniac symptoms (fast thinking, unusual excitement, need for less sleep, etc).

Then another psychiatrist diagnosed me as ultra rapid-cycling bipolar disorder (predominantly depression), and gave me low dosage of Lithium+carbamazepine+various antidepressants. And I took that combination for 2 years, but felt nothing at all , even no side effects. During that time, I felt as mild depressive as before, plus anxiety and very disturbing obsessive-compulsive thinking. With no effects at all, I decided to stop all medications.

Years went by, in 2005, I felt my memory declined and I couldn?t focus for a long time, and the feeling of loneliness almost killed me. So I sought local psychiatristic help again. This time, I was prescribed with arbamazepine alone with no antidepressant, (800mg /day). Quite paradoxically and unexpectedly, I felt more agitation, anxiety, and anger than ever before. I could quarrel with my dear parents and threw precious items into pieces. Almost all the anti-maniac mood stabilizers (lithium, carbamazepine, valproic acid) seem to make me feel more ?emotionally turbulent?

Now I am taking Lamotrigine (50MG/DAY), a mood stabilizer supposedly to work for the depressive symptoms. But I am feeling mental dullness, restlessness, and agitation. With addictive tranquilizes (like clonazepam), I could feel much better. I am trying to explain everything to local doctors, but they dismiss me as ?somebody beyond redemption?? scolding me with impatience.

Other symptoms I am experiencing:loneliness, fatigue, lack of interest, erectile difficulty, premature ejaculation, and decreased orgasm.

3 I have some suspicions and questions:

(1) Is it a wrong diagnosis? Is it borderline personality disorder? But I clearly experienced mild maniac symptoms at the early stage. Every summer from 1998?2002, I got elevated mood mixed with mild depression. I even s-to-le things from stores and got a-rres-ted. But in the winter and fall, all goes down

(2) Why do anti-maniac mood-stablizing agents worsen my symptoms?
Taking any of them (lithium, carbamazepine, valproic acid), initially I was fuming with anger, agitation, and irritability. If those were the side effects, how long would them subside????

(3) Will a restart of a medication after short-term discontinuation worsen everything? Due to the discomfort felt, I had to discontinue mood-stablizing agents, and due to the unstable mood, I had to resume the old meds.

(4) How would I feel if taking mood-stablizing agents when I am unipolar depression or completely mentally normal??

Thank you very much for reading my long ?complaints?, and I?ve lost hope for life now. Since no doctor in my country could offer any help any more, I count on you really! I am in such a dilemma, and I am eager to hear any of your suggestions! I have to overcome the current ordeal, and find a job to make a living and support my family! It sounds like you have the same symptoms as me ? depression, obsessive-compulsive thinking, racing thoughts, anxiety.

It sounds like you have Bipolar ? but more depressive; along with anxiety and OCD (obsessive/compulsive)

I have found that I need to ?fight? for my life sometimes with doctors. The best medication that has helped me is ? Abilify (an antidepressant that helps bipolar). I also take Luvox (OCD), Wellbuterin (depression) and Klonopin (anxiety).

Each person reacts differently to the chemicals we put into our bodies which could explain why you have certain side effects.

My doctor doesn?t worry about diagnosis ? but treats my SYMPTOMS. Sounds like you need similar treatment

I am not certain how your body will react to different medications. For me, it has been 19 years of trial ? until finding the best combination (listed above) but I am open to changes as recommended by the doctor. Again, Abilify has helped me the most; and Klonopin helps well with anxiety, but it kind of makes my thinking sluggish

Obama is ahead in swing states, but his lead narrows

(Kristoffer Tripplaar-Pool/Getty Images)President Barack Obama leads Mitt Romney in Florida, Ohio and Virginia, according to new polls of the key 2012 swing states, although Obama's advantage has narrowed in recent months.

Obama leads Romney 48 percent to 44 percent in both Florida and Virginia, according to three new NBC News/Marist polls. In Ohio, the president has a 6-point advantage over Romney, leading his Republican rival 48 percent to 42 percent among registered voters in the state. (The polls have a margin of error of plus or minus 3 percentage points.)

Despite the good news, there are signs of danger for the Obama campaign. In March, the same polls found Obama with a 12-point lead over Romney in Ohio and a 17-point lead in Virginia. In January, the poll had Obama besting Romney by 8 points in Florida.

A few key findings benefit Obama. A majority of voters in all three states believe the "worst is behind us" when it comes to the economy, according to the polls?though less than 40 percent of voters think the economy will get better over the next year. Meanwhile, 57 percent of voters in Ohio and Virginia and 56 percent in Florida think Obama "inherited" the struggling economy?a finding that could test Romney's argument that Obama's policies made things worse for the country.

Yet Obama and Romney are statistically tied in all three states when it comes to the question of which candidate would best handle the economy. A plurality of voters in these states believe Romney is the best candidate to handle the national debt.

While Romney's numbers are on the rebound, the polls found one key hurdle for the presumptive Republican nominee: His favorability numbers continue to lag behind Obama's.

In Ohio and Virginia, Obama holds a 10-point advantage or more over Romney when it comes to the percentage of voters who hold a "favorable" impression of the candidate. In Florida, the margin is narrower, but voters are still statistically split on how they view Romney: 45 percent hold a favorable view, compared to 43 percent who hold an unfavorable one.

Online Advertising Fraud

INTRODUCTION

This article discusses illegitimate activities associated with online promotion activities, specifically those related to click-through fraud. Whether one is starting a new brick-and-mortar restaurant, managing a charity organization, or building an online information portal, prospective customers, donors, or users must be informed, persuaded, and reminded of the features and benefits that are offered by the business. Online promotion has some unique and advantageous characteristics over traditional promotion media, but those characteristics create a potential for abuse. Click-through fraud, more commonly termed click fraud, is a relatively recent and evolving problem that currently has few deterrents. This article outlines why and how click fraud is done, and suggests some measures that can be taken to at least recognize the potential for click fraud.

The interactive nature of the Web would seem to make it an ideal advertising medium with a potential to completely eliminate advertising waste. Newspaper ads for, say, a pet store reach many people who do not have pets: the number of people in this category is termed as waste. With online advertising, it is possible?in an ideal world?to place an ad and to pay for the ad space only when a prospective customer shows interest by clicking on a linked advertisement that transports him/her to the advertiser?s online place of business. This pay-per-click (PPC) pricing model would seem to completely eliminate advertising waste.

Unfortunately, advertisers, ad hosts, and fraudsters are discovering that the PPC model is open to abuse. Those who click on an online advertisement could include:

• Prospective customers who actually have an interest in the product
• Competitors who want to generate high advertising costs for the advertiser
• Ad hosts who earn a commission from displaying pay-per-click advertising

The latter two categories consist of entities that have absolutely no interest in the advertiser?s offerings and absolutely no intention of ever performing any target actions such as purchasing a product. These fraudulent click-throughs or debiting clicks could turn an ad campaign from one that has almost no waste into one that has almost 100% waste. In a survey of advertisers, the Search Engine Marketing Professional Organization found that a quarter of respondents have tracked fraud as a problem (SEMPO, 2004).

BACKGROUND

Contextual advertising is one way of increasing the likelihood that an ad is reaching people in its target audience. In Web-based advertising, contextual advertising would include banner ads or search engine links that are displayed on a page that has a context that is related to the ad; people on that page are already searching for or browsing through ad-related content. Better reaching the target audience in this way should result in less waste and, in the case of online advertising, in a higher click-through rate (cf. Newcomb, 2003; Smith, 2004; Sullivan, 2004).

Search engines engage in contextual advertising through the pay-per-click (PPC) or cost-per-click (CPC) pricing model. When someone does a search, many search engines not only return links to pages that have been indexed on the search terms, but also return sponsored links to pages that the advertiser has paid to have listed at high ranking (cf., Brendler, 2005). When someone clicks on a sponsored link in the PPC model, this click-through is a debiting click that subtracts from the advertiser?s prepaid advertising click budget. The price per click is set by a bidding process, whereby the advertiser who bids to pay the most for particular keywords will be ranked the highest in the list of sponsored links returned by the search engine (cf., Alchemist Media, n.d.). The Fathom Online Keyword Price Index shows that in March 2005, advertisers in the consumer retail industry were paying an average of $0.51 per click, while advertisers in the mortgage industry were paying an average of $5.39 per click (Fathom, 2005). Bids on some keywords can reach into the fifty-dollar range (cf., Associated Press, 2005a; Bruce Clay, n.d.).

Both advertisers and ad hosts have experienced fraud under the PPC advertising model, but legal action is relatively new at the time of this writing. In February 2005, the gift shop Lane?s Gifts and Collectables fled suit against Google, Yahoo, and others for allegedly billing for inflated click-throughs for PPC advertising, charging that many click-throughs were not generated by bone fide potential customers (Associated Press, 2005b). But just a few months earlier, Google had itself fled one of the first click fraud lawsuits against one of its advertising affiliates who displayed Google-generated sponsored links on its own Web site. The affiliate, Auctions Expert, contracted with Google to display PPC links, but then allegedly clicked on those links itself in order to generate a commission (Olsen, 2004). In March 2004, Michael Bradley was arrested by the U.S. Secret Service in association with hisGoogle Clique software that he claimed could be used to generate false clicks for Google affiliates (Nariane, 2004).

ADVERTISING CLICK FRAUD

Before looking at why and how click fraud is done, we need an understanding of some basic cost or pricing methods used in online advertising.

Pricing Models

Traditional Model: CPM and Pay-Per-Impression Advertising

A traditional measure of advertising cost for print and broadcast media has been CPM, or ?cost-per-thousand.? In traditional media, this is the cost of reaching 1,000 individuals or households with the advertising message in a given medium. With online advertising, CPM tends to be associated with the cost of 1,000 impressions, or actual exposures to a particular advertisement. In pay-per-impression advertising, the advertiser pays for some predetermined number of ad impressions.

When this impression budget is exhausted, the ad is removed from the display list (cf., Internet Retailer, 2005).

Performance Model: Cost-Per-Transaction or Cost-Per-Action (CPT, CPA)

Although not often discussed and apparently not often used in online promotion, pricing that is based on the ultimate visitor?s target action (e.g., making a purchase) could be done. The terms cost-per-action and cost-per-acquisition (CPA) are sometimes used to describe this idea (cf., Gold, 2005; Stevens, 2001; Think Metrics, n.d.). Mand (1998) discussed a model that has been called cost-per-sale, cost-per-trade, and cost-per-transaction advertising (CPT). This equates to a sales commission in traditional media.

Bid-for-Placement Model: Pay-Per-Click or Cost-Per-Click Advertising (PPC, CPC)

In pay-per-click (PPC) advertising, also known as cost-per-click (CPC) advertising, the advertiser pays a fee for each time someone clicks an advertisement that links to the advertiser?s Web site. The advertiser pays for a predetermined number of clicks at a price that is often set by being the highest bidder in an auction. The advertisement host (e.g., a search engine) removes the ad from the display list when this click budget is exhausted. The advertisement host might also remove the ad from the display if the clicks-to-impressions (CTI) ratio or click-through rate (CTR) falls below some predetermined limit (because it is failing to generate sufficient revenues.)

Click Fraud Classification

Fraud can exist in all three types of pricing models, but click fraud is probably the most problematic at this time because the PPC model has become so widely used in online advertising. Many types of online advertising fraud are motivated by two basic objectives. One is associated with an attempt to either hurt a competitor or to force the competitor to decrease its advertising. Another is to profit from hosting advertising messages. The first type could be classified as competitive fraud and the second as affiliate fraud or network fraud (cf., Claburn, 2005; Lee 2005; Stricchiola, 2004).

Competitive Fraud

The objective of competitive fraud is often to hurt a competitor or to get a competitor to quit advertising. For example, one competitor can repeatedly click on another competitor?s PPC ad with the intent to inflate the competitor?s advertising cost rather than to obtain information about the advertised product. The objective of deliberately imposing this cost on the competitor could be to:

• drain the competitor?s advertising budget in an effort to decrease the competitor?s profitability.
• cause the competitor to see less value in bidding up the price to be at the top of the search engine list. This thereby lowers the prices for other competitors to bid for top listing.
• cause the competitor to quit advertising or to quit doing as much advertising because it either cannot budget for the volume of clicks or sees PPC advertising as providing a poor return on investment. If the competitor bows out of the top spot, it is now open for the remaining competitors at lower prices.

Click Monkey, for example, advertises that it can be hired to ?Google bomb your competition? for pennies on an advertisement?s bid price as a cost-effective way to lower high-bid PPC rates (Click Monkey, n.d.).

An interesting example of apparent competitor fraud is the alleged actions both by and against Blue Star Jets. Charter Auction, a charter jet broker, at one time spent $20,000 per month on search ads and $20 per click for some search terms. Charter Auction and another charter-jet broker, Air Royale International, believed that they were the victims of click fraud and identified an IP address (Internet address) assigned to Blue Star Jets that had repeatedly clicked on ads thousands of times. But Blue Star Jets itself was hit with click-through theft by a competitor who presumably believed that it was justified in retaliating against Blue Star Jets. Tag Aviation found that competitor Blue Star Jets had purchased clicks based on the search phrase for its own name, ?Tag Aviation,? thereby stealing customers who might have intended to go to Tag Aviation. Tag Aviation staff were told to retaliate by clicking on these Blue Star ads in order to deplete Blue Star?s click budget for these ad keywords (McKelvey, 2005).

Note that we do not necessarily have to click on the competitor?s ads to drive up its costs. We could also quit using particular keywords ourselves, causing the competitor to get all the hits (non-fraudulent, legitimate ones). If the competitor has a high bid price on these keywords, its advertising costs might increase if it is getting all of the hits. If it cannot temporarily afford this increase, it might be coerced into decreasing its advertising, leaving the market open for the rest of us (cf., Crowell, 2005).

It is also possible to hurt a competitor through a click restraint action rather than doing a click-through. When the clicks-to-impressions ratio falls below a certain threshold, the search engine or other advertising host might automatically drop the ad from the display list to be replaced by an ad that gets a higher click response (which therefore generates higher revenues). A click-through is a debiting click when it is used to consume a click from the PPC prepaid budget of clicks, (cf stricchiola, 2004). But in this case, the fraudster opens a Web page that causes an ad to be displayed, but then refrains from clicking on it; this decreases the click-to-impression ratio and therefore could cause the ad to be dropped or lowered on the list (cf., McKelvey, 2005).

Affiliate/Network Fraud

The objective in affiliate or network fraud is to obtain a financial commission on PPC advertising that is being hosted. Mentioned earlier, Auctions Expert allegedly recruited as many as 50 people to click on ads that it hosted (Vise, 2005). Vidyasagar (2004) suggests that a small industry is developing in India in which housewives can earn up to $0.25 per click to browse online advertising. With paid-to-read (PTR) programs, list subscribers are paid to click on links that are e-mailed to them (e.g., StopClickFraud, n.d.); the unscrupulous affiliate thereby lowers the risk of detection by generating clicks that appear to be legitimate in originating with real people at real computers in a wide geography. Click Monkey (n.d.) outright advertises its click farm services, advertising rates for as little as one dollar per thousand clicks. The higher rates, however, would have to be paid to those who would spend 60 or 90 seconds on an ad?long enough to give the appearance of a legitimately interested party. It is also possible to automate hits with spoofs of varying IP addresses (i.e., the software pretends to be making clicks from a variety of geographic locations instead of from a single computer), as when Michael Bradley claimed that his Google Clique software could be used to generate false clicks for Google affiliates (Nariane, 2004).

An advertising affiliate can also commit impression fraud and content fraud. In impression fraud, the advertisers pays for visitors who merely arrive at a page with an ad (an ad impression), not for a click-through of that ad. Impression fraud can be committed by the same methods used in click-through fraud (cf., Feldblum, 2005; Internet Retailer, 2005; Lee, 2005). In committing content fraud, the PPC advertising affiliate (host) indexes pages using keywords that are unrelated to the actual content of the page and the advertisement. In this way, the fraudster can increase the number of hits to that page (impressions), but the visitors who reach that page arrived with the expectation of different content; the impressions are wasted on an audience that has no interest and had expected something different (cf., Feldblum, 2005).

Click Fraud Detection Hints

An advertiser should normally look at measures and ratios in order to evaluate the cost effectiveness of an advertising campaign. Importantly, some of these could be useful in tracking the onset of fraud activities.

Click-Through Rate

The click-through rate (CTR) of an ad or sponsored link is the number of visitors who clicked on the link vs. the number of visitors who were exposed to the ad, or click-throughs vs. impressions, expressed as a percentage. A higher CTR could suggest that the ad or link is effectively placed in the context of the page that displays it. A sudden increase in CTR, however, could also suggest the onset of click fraud activities.

Bounce Rate

Some Web site visitors will enter and then back out (leave) without viewing any other pages on the site. The bounce rate or ratio is the number of visitors who leave without linking from anything on the page vs. the total number of visitors (or pageviews), expressed as a percentage (cf., IndexTools.com, n.d.; Think Metrics, n.d.). A sudden increase in bounce rate could suggest the onset of click fraud activities.

Customer Conversion Rate

Conversion has to do with visitors who become revenue-generating customers. The customer conversion rate (CCR) is the percentage of Web site visitors who engage in an ultimate target action, such as making a purchase (cf., Gold, 2005; Pelland, 2005; ThinkMetrics, n.d.). A sudden decrease in conversion rate, or an increase in non-converting traffic, could suggest the onset of click fraud activities.

FUTURE TRENDS

If the value of online advertising decreases due to fraudulent activity, providers of online advertising services will ultimately have a financial motivation to take action to protect the interests of advertisers. As customers of these services, advertisers will gravitate to competing service providers who provide the best assurance that they are providing good value for the investment in advertising. How these services might best protect advertisers is beyond the scope of this article; this emerging issue currently does not appear to have any easy answers either in practice or in the courts.

CONCLUSION

While this article has not provided any answers regarding how advertising hosts can protect against fraud, it has hopefully helped to make advertisers aware of important emerging issues associated with online advertising. Although fraud is currently a cost of business that cannot be easily stopped, the advertiser can be wary of signs that suggest fraud and can take measures that compare different media or service providers to track the cost effectiveness of an advertising campaign. Advertising waste exists and is accepted as a cost factor in traditional advertising media; that fraud cannot easily be controlled in online advertising might ultimately (and unfortunately) force us to accept it as a mere nuisance factor of waste in contrasting the cost efficiency of various media.
