Sri Lanka on Tuesday began interviews for the post of hangman a year after two positions fell vacant, with at least 480 convicts on death row.
But it was not quite clear how the two successful candidates would fill their days - the death penalty has not been used in Sri Lanka, a predominantly Buddhist country, since 1976.
"About 176 applicants are there and interviews are going on today and tomorrow," Gamini Kulatunga, commissioner operations at the Prisons Department, told Reuters. "Only males will be eligible for the post."
The two posts fell vacant after one hangman was promoted and the other retired.
At least 480 people convicted of murder and drugs offenses could potentially be executed, Kulatunga said.
There has been an alarming rise in child abuse, rapes, murders, and drug trafficking since the 25-year war against Tamil Tiger separatists ended in May 2009, prompting some lawyers and politicians to push for the death penalty to be reintroduced.

Act upon what you think is right and what you have decided to do.
It's easy to get so much involved in the reading process, that you forget that the main purpose of reading is to make you a better person which can only happen when you act upon it. Just finishing one book after another without any real action from your side won't help you.

STOCKHOLM (Reuters) - The world's top farm producers in the Group of 20 countries must agree coordinated action to ease worries about food prices, the head of the United Nations food agency said on Monday, as he and other experts bemoaned a huge global waste of food and water.
The third price surge in four years has come after drought in the United states and poor crops from Russia and the Black Sea bread basket region.
Senior figures from the G20 will discuss the food price rises this week, but any decisions on action are unlikely before a mid-September report on grain supply, officials have said.
U.N. Food and Agriculture Organisation Director-General Jose Graziano Da Silva said he would not characterize the current food price rise as a crisis, but it could reach that level next year if harvests in the southern hemisphere were disappointing.
"We need coordinated action and I believe that the G20 is responsible enough for this action," da Silva told a news conference during a conference on water in the Swedish capital.
The annual World Water Week conference looks at how resources are used and the link between water and food security.
Speaking to Reuters, da Silva said any coordination should involve avoiding unilateral export bans and encouraging substitution of foods, for instance the eating of beans in Latin American and of casava in Africa.
He noted that between 85 and 95 percent of the crops most affected by the price rises, wheat and corn, came from the G20.
He said that even if wheat prices rose 10 to 20 percent that did not mean bread prices would rise by the same amount.
Da Silva noted that the food price rally was not as serious as in 2007/08, when there were violent protests in countries including Egypt, Cameroon and Haiti.
"There is no crisis," he told Reuters. "This kind of panic buying is what we need to avoid at the moment."
Da Silva and other experts at the conference said that there was also a massive waste of food in the world, an issue that needed to be resolved in order better to harness resources.
"Up to half of the food we produce never gets eaten," said Torgny Holmgren, executive director of the Stockholm International Water Institute.
A quarter of the water used worldwide was used to produce more than one billion metric tons of food that nobody eats, he said.
Da Silva told the conference that one third of all food production was lost and that this was due to poor storage in developing countries, or being thrown away in rich countries.
He also said water security was a vital factor for food security and that food needed to be produced in a way that conserved water, used it more sustainably and intelligently, and helped agriculture adapt to climate change.
"We need to produce more with less," he added.

A new intern came to accompany my supervisor and I, her name is Estefy and she is Ecuadorian but lives in the States for some time. Back in the States, she works for ?Real Food Challenge?, a campaign working on increasing food procurement at universities and schools. I?m really excited to share my experiences and hope to learn from hers too! After an introductory meeting we decided to split the communication team into internal and external communication.
I would focus on the internal communication which entails maintaining contact with the commission members, accompanying the local regions, systematization of activities. The external communication on the other hand manages all the contact with the outside world through the blog, bulletin, social media and work with the press. So this keeps us busy momentarily but I have realized it is very easy to take over the tasks of external communication.
We have now set up a clear presentation about the campaign and its internal and external communication strategy. It is very important because at big or small events we are able to give a clear impression of the campaign and it is extremely helpful to figure out the process towards the big event in Guayaquil. So at this point I am in the process of finalizing the document which consists of the internal communication strategy. In order to do this I have used two interviews with Roberto Gortaire (the president) and Eliana Estrella (responsible for the communication) and my own observations in my internship process. There are various points which makes this communication strategy different than most internal communication strategies.
For one, it is not for an organization but for a campaign. Therefore we cannot include any mission and vision statements. Furthermore, almost all participants in the commission are joining on a voluntary basis. This makes for a very different approach in interactions as for example the meetings are seen as a positive space for interactions; to meet people of similar interests and motivations. This type of organization can very much be seen as a form of ?self-organization?; people with shared identity, in this case their passion for sustainable and healthy food consumption are driven not by external controls but on their own motivations and possibly interests of their organizations of course (this we should not forget). Another point is that the relationships with the localities for example are based on personal/friend relationships rather than institutional ones.
In the document we have clearly tried to mention these points as it is very important for the next person in charge of the communication of the campaign to be aware of these aspects. MINERAL, Calif. (AP) ? Air tankers and helicopters flew repeatedly into a deep rim rock canyon to douse the spearhead of a massive wildfire in Northern California and stop it from driving into a nearby mountain community and Lassen Volcanic National Park.
"This is the critical spot we have on the fire now," CalFire Division Chief Scott Lindgren said Thursday as he watched the air drops of fire retardant and water on flames burning the steep timbered sides of the canyon, about 6 miles west of Mineral.
He was standing in a backyard on the edge of a cliff, where the brush and dirt were colored orange-pink by a recent drop of retardant.
"The further east we go, the harder it is to stop this thing," he said. "The problem is, we catch it up on top (of the basalt rim rock) at night, but we can't catch it on the bottom (of the canyon) because of the cliff."
It has helped to slow the fire's spread so far, reducing the threat to miles of commercial timberland, the mountain community of Mineral, and the park. A logging road to the east was cleared to serve as a contingency line if the air attacks don't stop the fire from running up the canyon.
Sixty-four homes and 20 other buildings have been destroyed, mostly in the Manton area, since lightning ignited the blaze Saturday, state fire spokesman Don Camp said. It was threatening 900 other homes as it burned a new front to the south.
About 2,500 firefighters were at the blaze, which has grown to 44 square miles in the piney hills about 25 miles southeast of Redding.
Watching the drops with the fire chief were Jane Carney, Kelly Strong and Sherill Jenkins, who said they were ready to leave their vacation home if necessary.
"We'll get out if we're told to get out," Strong said.
They stayed because, Jenkins said, "It's beautiful up here."
Mineral is a town of 187 vacation and year-round homes that serves as the gateway to the national park.
Beth Glenn, whose family owns area commercial buildings dating to 1896 said she was not nervous, having grown up in a firefighting family and living with the frequent fires in Southern California.
Elsewhere in the state, a large wildfire in Plumas National Forest expanded with help from gusty winds. The blaze, about 120 miles north of Sacramento, has consumed 99 square miles since it started at the end of July and threatens about 900 homes.
The California fires were among several stubborn wildfires in the West. In Washington, crews were still working on a week-old wildfire that has destroyed 51 homes and 26 outbuildings and damaged at least six other homes, authorities said.
The fire, about 75 miles east of Seattle, has caused an estimated $8.3 million in property damage.
In central Idaho, firefighters were burning and removing vegetation near the town of Featherville in hopes of protecting hundreds of evacuated homes from an approaching wildfire. Fire managers said that blaze already has charred 164 square miles, forcing the residents to evacuate due to heavy smoke.

COLUMBUS, Ohio ? Republican presidential candidate Mitt Romney said Friday that he would send U.S. troops to Syria if needed to prevent the spread of chemical weapons.
"I think we have to also be ready to take whatever action is necessary to ensure that we do not have any kind of weapon of mass destruction falling into the hands of terrorists and whether that requires troops, or whether that requires other actions by our friends and allies," Romney said in an interview with CBS News.
Romney specifically noted that Turkey and Saudi Arabia have been involved in the region.
The former Massachusetts governor has limited foreign policy experience, but has so far outlined bullish positions on potential threats in the Middle East. He also told CBS News that he'd be willing to go to war to stop Iran from "becoming nuclear."
"No question in my view that we can put all manner of pressure on the regime that's there, but they have to also know that a military option is one which we'd be willing to consider if they do not take action to dissuade a course towards nuclearization," Romney said of Iran.
President Barack Obama has left open the possibility of military action on Iran should aggressive sanctions and international pressure fail. On Syria, the president said Monday that the U.S. would reconsider its opposition to military involvement in Syria if President Bashar Assad's regime uses chemical or biological weapons. He called such action a "red line" for the U.S.
"We have communicated in no uncertain terms with every player in the region, that that's a red line for us, and that there would be enormous consequences if we start seeing movement on the chemical weapons front, or the use of chemical weapons," Obama said. "That would change my calculations significantly."

Updated at 11:35 a.m. ET: OSLO -- A Norwegian court ruled Friday that confessed mass killer Anders Behring Breivik was sane, deciding he was criminally responsible for the massacre of 77 people last summer.
Reading the ruling, Judge Wenche Elisabeth Arntzen said that?"in a unanimous decision ... the court sentences the defendant to 21 years of preventive detention."?
However, such sentences can be extended under Norwegian law as long as an inmate is considered dangerous.?Experts have said Breivik is likely to spend the rest of his life behind bars.?Norway doesn't have the death penalty.
Prosecutors had demanded a verdict of insanity, a fate Breivik called "worse than death," while many of his victims had said only a sane person could have carried out such a complex attack.?
Breivik, 33, detonated a fertilizer bomb outside a government building that included the prime ministerial offices last July, killing eight, then gunned down 69 people, mostly teenagers, at the ruling Labor Party's youth camp on Utoya island.
After the ruling, Breivik told the court he would not appeal the decision.
"He is getting what he deserves," Alexandra Peltre, 18, whom Breivik shot in the thigh on Utoya, told Reuters. "This is karma striking back at him. I do not care if he is insane or not, as long as he gets the punishment that he deserves."?
Another survivor of the massacre, Eivind Rindal, told the Norwegian newspaper VG that ?it is important that the defendant gets his punishment but the most important thing is that he never gets out.?
?There are many who shared his extreme views in our society,? Rindal added, according to an English translation in the Telegraph newspaper.
Trine Aamodt, whose 19-year-old son was shot at Utoya, told VG she was ?happy with the verdict of sanity and am also very glad that there was consensus from all the judges.?
Guilt never a question
Guilt had never been a question in the trial as Breivik described in chilling detail how he hunted down his victims, some as young as 14, with a shot to the body and then one or more bullets to the head.
The killings shook this nation of five million people which had prided itself as a haven from much of the world's troubles, raising questions about the prevalence of far-right views as immigration rises.

But Jo Stigen, a law professor at the University of Oslo, told NBCNews.com that Breivik was unlikely to be released for decades.
?This means as long as he is dangerous he will not be free. It?s a potential life sentence ? I can hardly see it will be considered he?s not dangerous in 30 or 40 years,? he said, speaking by phone from outside the court.

After serving the 10-year minimum sentence, Breivik will be evaluated periodically. Stigen said it was ?theoretically possible? he could be released in 10 years, but added this was highly unlikely.
After 21 years, the prosecution can seek to have Breivik kept in prison -- Stigen said that ?most certainly they will? ? and a court will then decide whether to keep the mass killer in prison.

'Tough year'
The trial and a commission of investigation into the country's worst violence since World War Two have kept Breivik on the front pages for the past 13 months and survivors said the verdict would finally bring some closure.
"It has been a tough year... but I don't want to be Utoya-Nicoline for the rest of my life," said Nicoline Bjerge Schie, a survivor of the shooting, ahead of the verdict.

As a result of the ruling that he is sane, Breivik will be locked up in solitary confinement inside the maximum security Ila prison on the outskirts of Oslo.?He will return to his relatively spacious cells, enjoying the comforts of a computer, newspapers and a separate exercise room.

One team of court appointed psychiatrists concluded Breivik was psychotic while another came to the opposite conclusion. To make the ruling more difficult, several other experts who testified described a series of mental conditions Breivik suffered from.
Polls showed that around 70 percent of Norwegians thought such a well-planned attack could not have been the work of a madman and Breivik must take responsibility rather than be dismissed as merely deranged.
The nation looks to rally after a bombing and shooting spree leaves 77 people dead.
Breivik himself argued for a verdict of sanity as he wanted the attack to be seen as a political statement rather than an act of lunacy.
He rejected criminal charges out of principle, saying he doesn't recognize the court's authority because it represents a political system that supports multiculturalism -- the reason why he targeted the Labor Party.

Pakistan summoned a US diplomat on Thursday to protest over drone strikes in its northwestern tribal area, which it called "unlawful", the foreign ministry said in a statement.
Missile attacks from unmanned US aircraft in the restive North Waziristan tribal district have killed at least 15 people since the start of the Muslim festival of Eid on Saturday.
"A senior US diplomat was called to the Ministry of Foreign Affairs and informed that the drone strikes were unlawful, against international law and a violation of Pakistan's sovereignty," the ministry statement said.
Pakistan has repeatedly criticised the drone strikes in public, calling them counter-productive.
In June Richard Hoagland, the US charge d'affaires -- currently the most senior US diplomat stationed in Pakistan -- was summoned to the foreign ministry to hear a protest about drones.
This week's strikes came amid reports of a thaw in Islamabad's difficult ties with Washington following a visit to Washington by Pakistan's spymaster, Lieutenant General Zaheer ul-Islam, earlier this month.
Islam's talks with his CIA counterpart were said to have focused on drone strikes.
Attacks by unmanned American aircraft are deeply unpopular in Pakistan, which says they violate its sovereignty and fan anti-US sentiment, but US officials are said to believe the attacks are too important to give up.

It was only a matter of time before Twitter would lose its halo.
More than any other social media company, Twitter occupied a special place in the hearts of geeks and Silicon Valley insiders because it seemed to reflect many of their loftiest ideals. Whether it was the company's technology, which let anyone build almost anything on its platform, or its staunch defense of free speech and dissident uprisings, Twitter was the tech company that served as an example of how to do things right.
So when Twitter signaled that it was going to institute new rules and place some modest restrictions on developers, it was inevitable there was going to be some anger and disappointment. But the swiftness with which insiders have turned on Twitter and the degree of their outrage has been surprising to me, and no doubt to the company.
In a nutshell, critics felt Twitter was putting its desire or need to make money over its obligations to users and the developers who built the applications that made the service so popular.
I'm not convinced that's the case, but even so, it would be naive to think the San Francisco-based company wouldn't at some point need to make changes that would allow it to continue to grow and make money. Thinking like a business still seems to be something many entrepreneurs feel is beneath them.
But I think the backlash represents something far larger in Silicon Valley. Twitter's timing may have been unavoidable,
but it also could not have been worse. For this has become the summer of our social media discontent. The Facebook IPO stumble, the Groupon floundering, the Zynga stock meltdown, all have cast a shadow across the Web 2.0 industry.Just a year ago, Web 2.0 businesses seemed poised for their big coming out party, with a string of highly-anticipated IPOs. Those would, at last, prove these companies that had changed so much about the Web had also matured into sustainable businesses and would become the dominant names of this decade.
Except they didn't. Their debuts have deflated that notion, and created more, not less, skepticism about social media's long-term business prospects. That, in turn, created a cloud over the countless social companies still private.
If Facebook isn't the business juggernaut we thought it would be, what does that mean for every other social start-up that is counting on advertising to pay the bills?
Like Twitter, of course, which is one of the largest social companies still private, and the one already hounded with questions about its business prospects. Facebook's flop would put more pressure on Twitter to find ways to squeeze money out of its service, right?
The Twitter changes played right into that conspiratorial thinking, and as a result have been portrayed in rather stark terms: They are giving developers the heel of their boot. They care more about profits than users.
A Twitter spokesperson declined to comment on this. But the company has noted its ad business is picking up nicely, thank you very much.
The truth, of course, is more complex. The company has for months told developers they need to steer clear of building certain types of applications, such as client interfaces, the tools that allow you to read and post tweets.
The problem, from Twitter's perspective, is that the many interfaces now available made for countless different ways people could use and experience the service. That might be exciting to early adopters, but it's ultimately confusing for the mainstream users Twitter needs to attract.
In a blog post explaining these changes, Twitter's Michael Sippey insisted the company would work with developers and was not out to crush those who had put their faith and energy into the Twitter ecosystem.
"One of the key things we've learned over the past few years is that when developers begin to demand an increasingly high volume (usage), we can guide them toward areas of value for users and their businesses," Sippey said.
That olive branch failed to mollify critics.
According to blogger Dustin Curtis, founder of the Svbtle blogging network: "The problem with this solution is that Twitter was built on the backs of the very developers it is now blocking. It now expects those developers to continue supporting Twitter ... but it no longer wants to provide any value to developers in return. This is an extremely dangerous position because it creates resentment in the minds of the people most likely to influence the future."
But Twitter was eventually going to have to come up with a common interface for each platform, and that's exactly what the company is moving to do.
Will that help it make more money and be more advertising friendly? Yes. Was this a move born of greed or callous backroom calculations? Doubtful.
Still, it's perhaps been a painful realization for many that Twitter is a business.
And with that, Twitter in particular and the Web 2.0 industry in general have lost their last hints of innocence.

Mayor Bloomberg wants to turn Coney Island into a glitzy, year-round tourist destination replete with shops, shows and restaurants, but he says he?s unwilling to gamble on something that could bring all three to the People?s Playground in one shot ? casinos.
Bloomberg said he wouldn?t want to see gambling emporiums open on the Boardwalk ? an area the city is slowly rebuilding by bringing in new eateries and attractions ? on Monday, calling money games involving cards, dice, and one-armed bandits a ?regressive tax plan.?
?Gambling has not been shown to help the neighborhoods where they?re built,? Bloomberg said. ?It?s just a way to separate people from their money.?
But his comments were quickly trumped by Borough President Markowitz, who has been pushing for casino gambling in Coney Island since Gov. Cuomo announced his plans to legalize table gaming in the state.
Albany legislators currently say they are open to having casinos in Coney Island or Willets Point, Queens ? and Markowitz is already pushing state lawmakers to bring gaming to the amusement district.
?I want to build a consensus that Coney Island is a sure bet,? Markowitz said. ?People are going to gamble. It?s entertainment, it?s relaxing and we are losing all of that revenue to New Jersey. The most beneficial urban casinos are those that are part of a broader entertainment experience, and Coney Island provides it all.?
If casinos open in Coney, it wouldn?t be the first time it was a gambling hub.
Starting in 1860, Gravesend and Brighton Beach were gambling havens, run by the notorious John McKane, Brooklyn?s version of Nucky Thompson from ?Boardwalk Empire.?
That party came to a halt when gambling was outlawed in 1910, but in the late 1970s, the Coney Island Chamber of Commerce backed a proposal to develop casinos near the Boardwalk, even going as far as putting up a banner by the Belt Parkway reading, ?Welcome To Coney Island, the Perfect Resort for Casino Gambling.?

Bugs that sunbathe do so to stay healthy and fight off germs, according to scientists.
Western boxelder bugs are considered 'pests' by some in the US where large groups sheltering from cool weather can enter homes.
The insects are known to release strong-smelling chemical compounds when grouping together in sunlit patches.
Researchers have found that these chemicals help to protect the bugs by killing the germs that live on leaves.
The study was conducted by Joseph J Schwarz and colleagues at Simon Fraser University, Canada and their results are published in the journal Entomologia Experimentalis et Applicata.
Named for their favoured habitat of box elder trees, adult bugs grow to an average of 1cm long and can be found in large groups numbering thousands of animals.
When the weather cools in autumn, the insects can move into human homes, surfacing occassionally to soak up the sun before leaving again in spring.
Groups of the insects are also known to emit chemical odours, known as "monoterpenes" from glands at their rear.
In the past scientists have theorised that these compounds could act as a defence or play a role in reproduction; attracting mates and repelling competition.
However, in their study, Mr Schwarz and colleagues found that the chemicals were emitted specifically during sunbathing sessions and did not seem to communicate anything to other bugs.

Instead, the team discovered that the compounds helped to keep the bugs germ-free.
Bugs in the sunshine were observed "grooming"; wiping their feet and legs across the glands that produce the chemicals.
Under a microscope, researchers found that the chemicals engulfed the fungal microbes that thrive on leaf surfaces, altering their cell structure to prevent them from invading the bugs' bodies.
"We were very surprised," said Mr Schwarz. "The resulting synergism of sunlight and bug-produced chemicals to kill pathogens is simply amazing and heretofore was unknown."
Solar poweredPhotosynthesis, harnessing the power of the sun to produce energy, is a common strategy in plants.
Some animals, including sea slugs and salamanders, have developed symbiotic relationships with plants in order to use sunlight as an energy source. By accommodating microscopic algae in their own cells the animals can benefit from the plants' energy production.
But, Mr Schwarz suggested, the discovery that western boxelder bugs are able to use the power of the sun without relying on plants places them in an elite group.
"If western boxelder bugs can convert the suns' solar energy to fuel chemical work without the aid of microbial symbionts this would be a spectacular accomplishment in the animal kingdom," he told BBC Nature.
The only other insects known to "harvest light" are Oriental hornets and scientists are still investigating how the wasps use this adaptation.
